Simplified estimator — actual duty depends on the Customs tariff and valuation for your HS code.
Customs duty is Pakistan’s oldest import tax — the percentage Pakistan Customs charges on the value of goods crossing the border, set by HS (PCT) code in the Pakistan Customs Tariff. Whether you’re importing machinery, electronics, or raw material, the duty rate decides your biggest single cost line. Our free custom duty calculator applies the rate to your item’s value, adds the cascading components (additional duty, regulatory duty, sales tax) the way WeBOC does, and gives you the true landed tax.
How Customs Duty Works in Pakistan
Custom duty rates follow the Harmonized System (HS) — in Pakistan called the PCT (Pakistan Customs Tariff). Common rate slabs in the current tariff:
- 0%: many industrial raw materials, pharma inputs, and socially essential goods
- 3%: semi-finished industrial inputs
- 11%: intermediate goods
- 16%: many finished goods
- 20%: protected categories (some much higher on luxury goods)
On top of CD come additional customs duty (2–7%), regulatory duty (item-specific, 0% to very high), and then 18% sales tax on the duty-paid base — the full stack our WeBOC duty calculator explains.
How to Use
- Enter the goods’ value in rupees.
- Enter the customs duty % for your HS/PCT code (editable; defaults to a typical finished-goods slab).
- Toggle additional duty, regulatory duty, and sales tax as applicable.
- Click Calculate — duty and total import taxes appear.
Notes
- Rates change with budgets and SROs — confirm your exact slab with your clearing agent before ordering.
- Free/preferential trade (China via CPFTA, etc.) changes effective rates by origin — your agent applies the right certificate.
- Personal baggage allowances (phones, gifts) follow separate rules — see our PTA tax calculator for phones.
FAQs
How do I find my product’s customs duty rate?
Search the Pakistan Customs Tariff by HS/PCT code, or ask your clearing agent — they quote it instantly. The rate belongs to the code, not the seller.
What is the difference between customs duty and sales tax at import?
Customs duty is the border tax on the goods’ value; sales tax (18%) is then charged on the duty-paid value. They’re separate lines on the GD, both payable in WeBOC.
Do all imports pay the same duty?
No — duty is by product category (PCT code) and sometimes origin. Raw materials and finished luxury goods can differ by 20+ percentage points.
What is regulatory duty?
An extra protective duty on specific items (often luxury or competing-with-local-industry goods), layered on top of standard customs duty — sometimes higher than the base duty itself.
Can duty be refunded or adjusted?
Export-oriented schemes (DTRE, manufacturing bonds) allow duty suspension/adjustment, and duty drawback applies on exports — specialist territory for your clearing agent/tax consultant.
