WEBOC Duty Calculator

Income tax (WHT)

Estimate only — actual assessment follows Pakistan Customs tariff.

Har importer ki zindagi ka sabse bara panga: shipment port par khari hai aur samajh nahi aa raha total duty kitna banega. WeBOC (Web-Based One Customs) is Pakistan Customs’ electronic clearance system — every Goods Declaration (GD) is filed through it, and the taxes assessed there decide your landed cost. Our free WeBOC duty calculator replicates the standard import-tax stack — customs duty, additional customs duty, regulatory duty, sales tax, and withholding income tax — so you can estimate your duty bill before your clearing agent quotes one.

The Import Tax Stack (How WeBOC Assesses)

Pakistan’s import taxes layer on top of each other, each computed on the value plus the taxes before it:

  1. Customs duty (CD): per PCT/HS tariff — common slabs are 0%, 3%, 11%, 16%, and 20% (some goods higher/luxury slabs exist).
  2. Additional customs duty (ACD): typically 2–7% by slab, per SRO.
  3. Regulatory duty (RD): item-specific, 0% to very high on protected/luxury goods.
  4. Sales tax (ST): standard 18% — applied on value + CD + ACD + RD (the cumulative base).
  5. Income tax withholding (IT): importers pay advance income tax at the import stage — around 5.5% for filers in many categories, substantially higher for non-filers (again on the cumulative base).
  6. FED (federal excise) where applicable (tobacco, beverages, etc.).

Getting the order wrong changes the total significantly — which is why this calculator stacks them exactly as a GD does.

How to Use

  1. Enter the assessed C&F value of your goods in rupees.
  2. Enter the applicable rates for CD, ACD, RD, sales tax, and income tax (rates are editable; defaults show a typical commercial import).
  3. Click Calculate — you get each tax component and the total payable, ready to cross-check against your GD.

Notes

  • The actual assessment in WeBOC follows your HS code’s PCT heading and current SROs — rates change with budgets and SRO amendments. Treat this as an estimation tool for quotes and landed-cost planning.
  • Importers on the Active Taxpayer List pay materially lower advance income tax at the port — file your return.
  • Valuation disputes (assessed vs declared value) are the biggest cause of GD delays — document your transaction value.

FAQs

What is WeBOC?

Web-Based One Customs — Pakistan Customs’ (FBR) electronic system through which Goods Declarations are filed, assessed, and cleared at ports and dry ports nationwide.

What is a Goods Declaration (GD)?

The customs declaration for an import/export consignment — it records the HS code, value, and all taxes assessed and paid. Your clearing agent files it in WeBOC.

Why is sales tax charged on top of duty?

Because sales tax at import is levied on the duty-paid value (value + CD + ACD + RD + excise), per the Sales Tax Act 1990. Importers later adjust this as input tax.

Is import-stage income tax final?

For most importers it’s advance/adjustable against annual income tax (commercial importers in some regimes face minimum/final treatment) — your tax consultant classifies your case.

How do I find my item’s customs duty rate?

From the Pakistan Customs Tariff by HS/PCT code — our custom duty calculator covers single-item duty checks, and your clearing agent confirms the live rate + SROs.
